1) Check status
- Open the AWS Health Dashboard and confirm service/region incidents.
2) Confirm the region
- Make sure the Console is set to the correct region.
3) Isolate the browser
- Private window
- Disable extensions
- Clear site cache/cookies
4) Isolate the network
- Switch networks (Wi‑Fi ↔ 4G/5G)
- Disable VPN/proxy (or test with/without)
5) Permissions (IAM)
If you see AccessDenied:
- confirm the correct account
- confirm user/role
- review IAM policies and org SCPs
6) Quotas/limits
If creation fails due to limits:
- check service quotas
- try another region or request an increase
